자그마한 여자 요정이 남쪽의 섬나라 로실리카의 정부관리인 클락 넬슨에게 붙잡혀 사람들의 구경거리로 전락한다. 요정은 자신들의 고향인 베이루 섬에 살고 있는 모스라의 알에 텔레파시로 구원을 요청하고 알에서 깨어난 모스라는 거대한 몸집을 이끌고 도쿄로 향한다.
